these types of exchanges be used? - ANS-Communications are exchanges between
the USG and offerors after receipt of proposals, leading to establishment of the

They are verbal or written communication between the buyer and an offeror other than
communications conducted for the purpose of minor clarification, whether or not initiated
by the buyer, that involves information essential for determining the acceptability of a
proposal, or provides the offeror an opportunity to revise or modify its proposal. When
negotiations are conducted in a competitive acquisition, they take place after
establishment of the competitive range are called discussions.
