It is located in the State of West Bengal (see maps above). R of the Kolkata metropolitan apid growth area has created peri-urban areas, located at the fringes of the expanding urban agglomeration. These peri-urban areas consist of villages that were once rura are now rapidly transitioning l, but that . They are often still inbetween the rural and urban areas, in their geographical location, but also in -
their development and in their institutional arrangements. This creates various new opportunities, as well as problems. Here, we look at water pollution problems in one of Kolkata’s periurban villages. - In the peri-urban village of Shahratali, many micro and small industries have emerged in the past few years, especially textile industries. Shahratali village is now home to more than 350 micro industries, as well as a few dozen small and medium sized enterprises. Many of these industries operate without official licenses and most do not have proper wastewater (or effluent) treatment facilities. The growing industrial pollution has resulted in a severe degradation of the local water resources. The State Pollution Control Board (PCB) is responsible for pollution control in the State of West-
Bengal. The Pollution Control Board monitors environmental quality for illegal , s imposesanctions wastewater (effluent) discharges and other violations of the pollution control legislation, and its runs environmental awareness campaigns in schoolsAnother key actor is t . he local micro-small- -and
medium-enterprise (MSME) association, which represents the local organized industries. The MSME association can support in coordination and communication about pollution control requirements. It can also support the micro-industries in the establishment of shared effluent (wastewater) treatment plants, rather than each operating its own individual treatment facility. There is also a government District Industries Centre (DIC) the local industri ew industries are , which supports al development. N
required to register and obtain licenses from various government agencies. These registration procedures are known to be tedious and are therefore often bypassed. The District Industries Centre can offer support by creating a “one-stop window” where industries can obtain all their official licenses in one place. The DIC can alsooffer training to local industries on pollution control, cleaner production technologies and wastewater treatment. The Chairman of the Pollution Control Board (PCB) asks you for advice.
