Many historians, such as Elton, claims Cromwell planned to and did
create a modernised system of government (which was not based on
personal gains) transferring personal monarchy into a bureaucratic
government with specialised departments and officials running
government were to cope with the break from Rome,not planned by
Cromwell and were still aligned with monarchy and therefore it was
questionable over whether changes made a new system.
To a certain extent, there were changes to the government but it can not
be fully called a revolution as they had their limitations, this can
emphasised by the constitutional change. Henry Percy was appointed
lieutenant of the north in 1533 to strengthen the Council of the North
after the Pilgrimage of Grace to weaken the influence of local nobles.
Henry VIII clearly felt the need to make these changes to avoid the
rebellion against the break from Rome as it brought the clergy and
nobles together and possibly the foreign countries which caused Henry’s
authority to be weaker as many were discontent with the government.
There were also attempts to incorporate Wales, Ireland and Calais into
the English system with the 1536 Act of Union and Calais was
reorganised in 1536 with a council of 11 members. However, there was
clearly no major change to government as the crown already had
influenced over church appointments and emergency taxation, despite
the Act in Restraint of Appeals declaring England entirely sovereign, the
Pope could still intervene in English Clergy appointments.
There were clear political changes as the emergence of the king in
Parliament, which means the power of the Monarch to make laws with
the assistance and approval of Parliament, rather than the King and
Parliament. Therefore parliament would be called more often to pass
laws especially for religious policies, Parliament became more important
and dealt with larger amounts and scope of legislation and composition
of the lords and the House of Common, But this can be argued that
Parliament only developed because Henry VIII needed it; not because of
Cromwell. As this was used less by future Tudors such as Elizabeth I
