Legal can have transfer ban, no/limited spectators allowed in match, neutral territory match, ban
from certain stadium, annulment of match result, point deduction, moved to lower division,
competition expulsion, forfeit, match replay, prevention plan intervention
Fines - ANS-CHF 100-1,000,000
Directives - ANS-require certain behavior as disciplinary measure
Association responsibility - ANS-Clubs are responsible for members, players, officials and
supporters whether offense is intentional or not
Referee Decisions - ANS-Referee decisions are final unless obvious error in which FIFA judicial
may review and consequence. Referee liable for serious misconduct occurring in match even if
they did not see event. Only exception is mistake of identity of player during a sending off from
the field.
Prosecution limitation - ANS-2 years after match infringements, 10 years for anti-doping
violations, 5 years all other. Time starts from most recent offense or time of decision that offense
punishable. Interruptions, such as procedural acts, restart punish time.
Offensive behavior - ANS-violating basic conduct, insulting a person, unapproved
demonstrations at sporting events, demeaning FIFA, altering players age on identity cards
, Player/Official Misconduct - ANS-1 match punish - denying opposing team goal, deliberate
yellow/red card, for officials dissent by word/action
2 match punish - foul play, provoking spectators, cause official to make incorrect decision
3 match punish - assaulting player
4 match punish - unsporting behavior toward official\
10 match punish - threatening official
15 match punish - assaulting official
Player/official inciting violence in a match banned for 6months and fine CHF 5000-20,000
Discrimination - ANS-punishable by suspension, fine CHF 20,000, reoffenders punishable by no
spectators, forfeit, banned stadium, expulsion to lower division. Match deemed forfeit if
abandoned by officials due to discriminatory conduct
Unplayed match - ANS-if due to behavior of one team, team is fined CHF 10,000 and match
forfeited or replayed. Abandoned matches restart from the time stopped unless match to be
replayed in full in which cautions are annulled.
Failure to respect decisions/ pay another person - ANS-Punishable by fine, 30 day deadline,
transfer ban/ lowered division
Match security - ANS-Clubs responsible for match security, must notify FIFA of high-risk, comply
with safety rules, collaborate with local authorities. Club liable for inappropriate behavior such as
fireworks, invasion of field of play, disrupting national anthems, laser pointers etc
Match manipulation - ANS-5 year ban, CHF 100k fine, potential forfeit of match, anyone in
association 2 year ban, CHF 15k fine
Duty to report - ANS-Anyone subject to this Code has duty to report and may be sanctioned if
they do not
Duty to collaborate - ANS-parties must contribute evidence and facts to FIFA judicial. Those
asked to help clarify facts within time limit and do not are subject to discipline after warning and
FIFA will reach a decision without their evidence
Forgery - ANS-6 match ban (12 months) and fine. Club held liable for players/officials
Forfeit - ANS-Ineligible player fielded plus CHF 6k fine, 3-0 score, disciplinary measures
Sanction enforcement - ANS-limitation period of 5 years to enforce discipline, period begins on
day of final decision
Determining disciplinary measure - ANS-determined by judicial body, may be limited to
geographical location/ category of match
