Can sit in stands if safeguarded and not wearing uniform. Not entitled post-match press
conference. Send off Is immediate suspension.
anonymous participants - ANS-witness anonymous when harm is potential to them, includes
voice distortion or not appear at hearing etc. and only identified behind closed doors.
Disciplinary measures for anyone exposing anonymous witness
Appeal committee - ANS-can appeal disciplinary committee and ethics committee, must appeal
within 3 days, appeal brief in 5 days, appeal fine CHF 1k. the committee deliberates behind
closed doors
Appeal criteria - ANS-anything but a warning/reprimand, 2 match/month suspension, CHF 15k
fine for club or 7.5k others
Appeal Effect - ANS-not suspensive except with fines
Association responsibility - ANS-Clubs are responsible for members, players, officials and
supporters whether offense is intentional or not
Caution cancellation - ANS-by disciplinary committee, only once in a competition that is not a
send-off. Can be done at request or independently
Cautions carry-over - ANS-2 cautions from 2 separate FIFA matches results in suspension, this
suspension must be served before any other punishment. Cautions aren't carried over between
competitions, only matches
Chairperson jurisdiction appeal committee - ANS-makes sole decisions when: urgent/protest,
decide on appeal for extended time, resolve disputes from appeal committee, rule on appeal
from disciplinary committee, change provisional matters, CHF 500k fine/ 5 match or 12 month
suspension,, at party request or inadmissible appeal
Code application - ANS-disciplinary offenses, including those prior Code enforcement and
instigated against someone under FIFA jurisdiction
Confidentiality - ANS-FIFA judicial ensures confidentiality unless otherwise written in paper. If
judicial breaches this they are suspended from disciplinary committee until next Congress
Decisions by FIFA Code - ANS-based on FIFA statuses and Swiss Law

Disciplinary measures: natural v. legal person - ANS-warning, reprimand, fine, withdraw of
awards, withdraw of title, suspension for both entities. Natural can be suspended from match,
ban from dressing room or from football related activity or must complete community service.
Legal can have transfer ban, no/limited spectators allowed in match, neutral territory match, ban
from certain stadium, annulment of match result, point deduction, moved to lower division,
competition expulsion, forfeit, match replay, prevention plan intervention
Discrimination - ANS-punishable by suspension, fine CHF 20,000, reoffenders punishable by no
spectators, forfeit, banned stadium, expulsion to lower division. Match deemed forfeit if
abandoned by officials due to discriminatory conduct
Duty to collaborate - ANS-parties must contribute evidence and facts to FIFA judicial. Those
asked to help clarify facts within time limit and do not are subject to discipline after warning and
FIFA will reach a decision without their evidence
Duty to report - ANS-Anyone subject to this Code has duty to report and may be sanctioned if
they do not
Evidence - ANS-Up to Judicial discretion
Expenses - ANS-FIFA covers costs if no one sanctioned. If so then sanctioned association
covers costs expect of costs from before proceedings, unless a protest case. Judicial decision
on cost cannot be appealed. Each party responsible for own costs such as witnesses
Failure to respect decisions/ pay another person - ANS-Punishable by fine, 30 day deadline,
transfer ban/ lowered division
FIFA Hearings - ANS-Not open to public, recording of hearing held for 5 years, communications
in form of email/written statements
FIFA judicial bodies - ANS-Disciplinary and Appeal Committees consist of chairpersons, deputy
and its members which are elected by Congress and last for 4 years.
Fines - ANS-CHF 100-1,000,000
Forfeit - ANS-Ineligible player fielded plus CHF 6k fine, 3-0 score, disciplinary measures
