• Tier 3 - general authorized access users, or GAA users.
GAA users can use the CBRS spectrum if it's not being used locally by the other two
tiers at that time. If a higher priority user is using a portion of the spectrum at that time,
GAA users may need to move to other parts of the CBRS band. GAA users don't get
any interference protection from the other tiers, but they have a much much lower cost
since they don't need to buy a license.

Because of the important job that they do,
ESCs themselves are also considered to
be tier one users of the CBRS band,
and they receive interference protection just like incumbents.
