History of the Port Security Units – answer PSUs are deployable units organized for
sustained force protection operations. PSUs conduct OCONUS port security in support
of requesting regional Combatant Commander. They provide waterside protection to
key assets (e.g. pier areas, high value vessels, and harbor entrances) at the
termination/origination point of the Sea Lines of Communications (SLOCs).
PSUs may operate in U.S. territorial waters under the direction of a Coast Guard or in
foreign waters under the direction of a Maritime Defense Zone (MDZ) command.

The origin of the PSU concept derives from the Espionage Act of 1917, which gave the
responsibility for the security of port areas to the USCG Captain of the Port (COPT).
