Migratieachtergrond? Volgens de Leefbaarometer maak jij je wijk dan slechter
In de Leefbaarometer 2.0 zorgt een hoger aandeel bewoners met een niet-westerse
migratieachtergrond in een wijk tot een slechtere score op leefbaarheid. De De
leefbaarheidsscore wordt bepaald aan hand van honderd indicatoren, verspreid over
dimensies veiligheid, voorzieningen, fysieke omgeving, woningen en bevolking.
- Een slechte wijk heeft een hoge bouwdichtheid, veel kleine eengezinswoningen en
weinig kinderen.
- Een goede wijk is ruim opgezet, ligt in de buurt van natuur, heeft veel voorzieningen
en kent weinig overlast en misdrijven, en ook overwegend wit en West-Europees.
- Bevolkingssamenstelling is een indicator voor andere (niet meegewogen) factoren
die de leefbaarheid verslechteren. Wijken met een diverse samenstelling hebben een
objectief aantal kenmerken die de leefbaarheid direct beïnvloeden.
Nadelen leefbaarometer:
- Hochstenbach: Er is geen eenduidige definitie. Het is subjectief. Stop met de indeling
westers en niet-westers. ‘Die categorisering is problematisch omdat Westers beter
zou zijn dan de andere categorieën.’
- Wet Bijzondere maatregelen grootstedelijke problematiek: gemeenten krijgen extra
bevoegdheden om de leefbaarheid in achterstandsgebieden te verbeteren en
selectieve woningtoewijzing op basis van inkomen en binding met de wijk oftewel
persoonskenmerken toe te passen. Leefbaarometer zorgt voor marginalisering van
mensen van kleur.
- Voordelen leefbaarometer: Hochstenbach: ‘Je moet wel meten, want dan kan je
groepen definiëren en dus achterstanden en discriminatie aanpakken.’
