What are characteristics and goals of public and private fire prevention and protection
organizations? Characteristics of public fire prevention organizations are that they are usually a
government organization. These governmental/public agencies are the people mainly responsible
for fire prevention training and fire response. This is because the local fire departments are
conducting the lions share of all fire prevention education and training to the general public. The
main goals of this governmental side of fire protection and prevention is prevention through
education. The other main objective is fire response and rescue in the event of a hostile fire.
Characteristics of private organizations are really more responsible for the ones creating and
updating codes as needed. These private firms also include fire engineers for suppression
systems, conduct compliance inspections along with system testing and certification. Lastly one
of the private sectors largest organizations are the insurance companies.
Why it is important for public and private fire prevention and protection organizations to
exist? It is important for these to exist. If you look back on early history it shows when neither
existed in the first early cities and caused massive amounts of destruction when the hostile fire
got out of control. The Great Fire of London 1666. Fire originated in a wood storage container
near the oven. 5 day fire consumed 13,200 homes, 87 churches, 20 warehouses and 100,000
ocean vessels. (Diamantes, D. (2016)) These organizations now exist to design and enforce safety
codes as well as respond to hostile fires to contain and extinguish them. This saves lives and
reduces damages.
How do public and private fire prevention and protection organizations interact with one another
and with other emergency services agencies? Public and private fire prevention organizations
operate together in various ways. One of the biggest ways that they operate is through the
development and enforcement of codes and regulations. After a hostile fire, inspections are
conducted to determine the cause. These results will be up channeled to research and design
laboratories to see what can be done to mitigate and prevent the same situations. After a
reasonable solution has been determined this information will be passed back down to
manufactures of a product if that is what caused the fire. Information also gets pushed out
through public agencies about the dangers of a particular product to discontinue its use or ensure
to use with an extreme amount of caution along with recommendations on safe operating
procedures. This can include commercial and industrial products. OSHA, while not an
emergency service, helps establish regulations for accident and disaster prevention. Without
information from these fire services providing detailed information on the what and how it
would not be possible to create these preventative safety regulations. A hazard investigation
board conducted a study on combustible dust hazards. Specifically dust explosions from 1980
through 2005. This period consisted on 281 dust fires or explosions causing 119 deaths and
injuring 718 more. “Even more disturbing statements by the board are that 41% of the 140
combustible powder MSDs the CSB surveyed did not warn users about explosion hazards, and
only 7 referenced appropriate NFPA dust standards to prevent dust explosions.”( Cheremisinoff,
N. P. (2014). P.20)
Other emergency services could be s specialized hazmat response team. They would need
to work closely with fire services for support in the event they are dealing with a flammable
material that containment support is needed. I say containment because many fire departments
are not specifically trained for that type of response. The hazmat fire team would be the ones
dealing with the direct threat. The police department would also have to be on scene to help
cordon the area to keep people away and with evacuation if deemed necessary for the
