Problem Statement
The clear problem that can be revealed based on the data analysis is the special
education students are not receiving appropriate, differentiated instruction. The instruction
and services that they are being provided are not meeting the student’s needs.
Setting and Participant Group
There are four- hundred and eight two students in the school, from Kindergarten to
Fifth grade. The student population consists of sixty-three percent Caucasian students, twenty-
four percent Asian, seven percent African American, four percent Hispanic, and three percent
Pacific Islander. There are seven percent of the students that are in the gifted program, and
eleven percent of the students qualify for special education services. The participant group that
is relevant to the educational problem would be the Special Education students. The special
education data that we will be analyzing will focus on forty-five students Star Reading
Assessment scores. The students with an IEP score an average of sixty-four percent on the Star
Reading Assessment. Students without an IEP scored eighty-two percent on the Star Reading
Assessment.
Participant Subgroups
There will be a focus on two subgroups within the selected participant group. The first
subgroup will be African American students that have an IEP. There are ten African American
students that qualify for an IEP. These students scored an average of sixty-two percent of the
Star Reading Assessment. The second subgroup will be eleven Asian students that qualify for an
IEP, and some qualify to ESL services, as well. This subgroup scored the lowest on the Star
Reading Assessment with an average score of fifty-nine percent. There were multiple students
that were provided accommodation on the Star Reading Assessment due to language
proficiency.

Data Source and Relevance
The quantitative data the was selected directly relates to the special education students
low reading assessment scores. The selected data source is research-based assessment, that
has been implemented in our school district across the last three years. The Star Renaissance
Reading Assessment Program provides a detailed report on each student. This data is easily
accessible, and user friendly. There are reports that display individual student growth, whole
class growth, skill areas, strengths and weaknesses, and the students projected scores. The data
reports are very useful and help guide instruction. The quantitative data showed that the
special education students scored lower across all test subcategories. These subcategories are
phonics, phonemic aware, fluency, text analysis, and reading comprehension.
