1. Introduction
For this assignment, we had to watch the YouTube video clip titled Police Minister in
Westbury and provide a detailed discussion of how Minister Cele can “clean-up” the
streets of Westbury. Therefore, in this essay I will be identifying various role players in
drug use, as well as discuss proposed clean-up measures.
2. Definition of drug abuse
Drug abuse can be described as the use of illegal drugs or the use of prescription or
over-the-counter drugs for purposes other than those for which they are meant to be
used, or in excessive amounts. Drug abuse may lead to social, physical, emotional,
and job-related problems.
Drug abuse is defined in various ways by different people giving different explanations
depending on the context in which it is discussed. For the purpose of this essay,
substance abuse is described as the overuse or misuse of legal or illegal substances.
It is well known that both over- the-counter drugs, drugs prescribed by a medical
practitioner and the prohibited drugs like Heroin and Cocaine can be abused. People
abuse drugs for various reasons such as peer pressure and to manage their addiction
problem. According to De Miranda (1996), the misuse of chemical substances which
result in abusers experiencing effects such as pleasure and relief from distress, leads
to maintaining drug abuse behaviour.
Peer pressure influences adolescents to abuse drugs to fit in with and to be popular
and impress their peers and this often leads to addiction. Some people might have a
low self-esteem and they are likely to feel uncomfortable in social situations. They may
not be happy about the way they look and, in the end, they resort to abusing drugs in
order to gain confidence (Department of Social Development, 2012). It is argued by
McBride and Petersen (2002) that the availability and easy accessibility to drugs,
cultural activities and rituals are also some of the reasons why people abuse
substances.

3. Different role-players
There are various role-players involved in the use of drugs, there are also many
players involved in the drug trade that hold different roles. The journey drugs take from
manufacturers to user take different paths, but it appears that the suppliers or dealers
themselves may also be users, which makes every path equally destructive. I will be
discussing those directly involved in drugs use below:
3.1 Adolescents who deal in small amounts of drugs
This group usually gets involved in dealing with small quantities of drugs, they are
usually drug users themselves, so this way they gain access to the drugs for
themselves. Dealing can take place in numerous ways such as arrangements which
are made with prospective buyers telephonically, it can happen at school or in public
places like shopping malls, the local park, local clubs and pubs etc. Once the
perspective buyer is ready to make a purchase the actual handing over of the drugs
takes place in more private places such as in the dealers or car or a private home.
These adolescents do not regard themselves as victims. They are not involved with
the legal system since it is only in isolated cases that their activities lead to sanctions.
3.2 Adolescents who sell drugs on a regular basis
There is also a smaller group of adolescents who mostly use drugs such as heroin
and cocaine and are actively involved in drug distribution. Although they use these
drugs themselves daily, they cannot yet be regarded as junkies since they still
participate in normal adolescent activities such as socialising and going to school.
Adults will give these regular dealers drugs to sell without asking for up-front payment.
These young people then distribute the drugs to friends and acquaintances. Most of
their profits must be paid back to the suppliers who will then give them a commission
or drugs for their own use. Purchases mainly take place in public at well-known drug
hangouts such as parks, under bridges, and at entertainment and shopping malls.
These transactions do not take place regularly to decrease the chances of detection
and arrest.
