The theory behind eight steps in the planning process
Planning is one way to ensure contentment and gratification of community needs, this
imperative task is undertaken prior the initiation and continues throughout a proposed
project, and the planning process allows for ascertainment of executing a programme
or project that will benefit the community and that operates well within dominating
legislation. A single project may include various parties within the public sector, which
also includes the community or individuals in which the proposed programme is aimed

pathway towards meeting the needs of the community. Planning is a process that
should be undertaken prior and throughout the programme to ascertain and monitor
progress and determine if the chosen strategies and alternatives are effective at
producing desired results, if necessary, adjustments may be made from initial
strategies and alternatives.
Furthermore, the planning process also serves as the main tool utilized to ascertain
that tasks are completed timely. In attempt to ensure that a project has the best chance
