In this assignment I will be identifying the agencies that were involved in the
London 2005 bombings. I will then be describing their roles and responsibilities
including their legal duties. For the merit grade I will be explaining how UK agencies
involved in a major incident worked together in accordance to their legal duties.
Finally I will be analysing the importance of inter-agency emergency planning for
major incidents


P4: For the pass grade I will be identifying all the agencies that were involved in the
London 2005 bombings.

During a major incident there are many different agencies that have the duty of care
to respond to it. The act called Civil Contingencies Act 2004 states that each
category has two different types of responders and has their own legal obligation,
this is talked about in the Civil Contingencies Act 2004.

The Civil Contingencies Act 2004 “establishes a clear set of roles and responsibilities
for those involved in emergency preparation and response at the local level. It
requires organisations in the health system (emergency services, local authorities,
NHS bodies) to prepare for adverse events and incidents.”

This act states that there are two types of responders in a major incident which are:
Type one responders (also known as core responders) and type two responders
(also known as supporting responders)

Every responder will have an emergency planning officer which is responsible to
make sure that the organisation obeys the act at all times and to interact with other
responders to pass on key information. Emergency Planning Officers will perform a
range of exercises, plans and reviews to make sure that their organization conforms
to the act.
