Identifying stakeholders
• After charter is accepted, a good place to start detailed planning is with
understanding who the stakeholders are and how to communicate with them
• Project managers stakeholder responsibility include:
- Understanding the stakeholder
- Building relationships with stakeholders
- Developing a communication plan for dealing with stakeholders
- Multiple users with different – sometimes conflicting – requirements
- May not know what they want
- May not be the actual suer
- Unreasonable request
- Stakeholders other than the users
Find stakeholders
• To understand who stakeholders are is to ask ‘who will use, will be affected by or
could impact the project’
• Identify stakeholders process to determine the people and groups who might impact
or be impacted by some aspect of our project
• Stakeholders include :
- People who work on projects
- Provide people or resources for the project
- Have their routines disrupted by the project
- Monitor regulations, laws and standards of practice at local, country, state and
federal levels
• Stakeholders can be internal or external
Analyze stakeholders
• Stakeholder analysis is a stakeholder identification technique composed of gathering
and evaluating info to determine whose interest should be emphasized throughout
the project
• Prioritization of stakeholders is important as on a project there may be to many
stakeholders to spend a great deal of time with each
• Important not to ignore any stakeholder
• Concentrate on the vital stakeholders
• Stakeholders are prioritized based upon level of:
- Power = ability to get others to do something
- Legitimacy = perception that their actions are appropriate
- Urgency = time sensitivity and legitimacy of claim
• Some organizations use additional criteria such as interest, influence and impact
• Each aspect used can be rated on a simple scale of 1 to 3, with 3 representing the
highest priority

Planning to build relationship with stakeholders
• Project manager normally continues to nurture the relationship even after the
projects completed to increase the chances of securing future project work and to
maintain good will with external stakeholders
• Relationship building activities that lead to respect and trust should be planned and
carried out carefully
• Agile relationships with stakeholders need to be based upon collaboration,
communication and trust
• Relationship building activities are most effective when they are used in the process
of planning a project
