Policies are determined and set by the UK government. Policies aren’t the same as the law.
Some policies can become law which we have to follow but some policies are politically
driven. For example, the conservative government has set a number of policies around the
coronavirus, some of these policies have become law as things have progressed. They can
scrap policies but we can’t get rid of laws. Policies are to solve a problem in society and
address an issue. Not all policies are good or appropriate, they could be biased, for
example, Nazi Germany’s policy against the Jews.

Target setting
The UK government will set the emergency services targets, the emergency services can
also set their own targets.
Targets are set:
-To keep people in order
-To have something to aim towards, a goal to achieve
-To benchmark how different services are doing in comparison to others

Taxpayers money funds the emergency services, therefore we need to know that they are
doing something effective and meaningful with our money.

Police targets


1. Reduce crime- Knife crime
2. Recruitment- Have a more diverse workforce
3. Response times- Improve the time it takes to get to the scene
4. Fuel- Reduce pollution wherever possible

What impacts does having a target have on the individuals or teams?
Makes it very clear what is expected of you, this could build up pressure on an individual or a
team. They could feel as though their targets aren’t achievable.
It can lower your morale as you feel defeated as it isn’t possible to achieve certain targets
that are set by someone who isn’t in their position, leading them to give up on the target.

If they don’t meet their targets what are they vulnerable to and what consequences could
happen?
This could result in people not doing their jobs properly and start cutting corners as they are
target driven and they start turning a blind eye to things that are going on as the government
could fire you, they could reduce budgets and they could fine you. This has an adverse
effect as it makes it even harder for the service to achieve their goals.
For example, a fire service didn’t meet their targets, the fire service ran down into the ground
and closed as a lack of underfunding.
