Second Chance Act of 2007 Overview


On April 8, 2008, President Bush signed into law H.R. 1593, the "Second Chance Act of 2007".

The law meant that the government would now fund government agencies and nonprofit organizations

to provide employment assistance, substance abuse treatment, housing, mental health treatment,

victim support, and other services to individuals returning to the community from prison or jail. Bush

(2008),“The bill I'm signing today, the Second Chance Act of 2007, will build on work to help prisoners

reclaim their lives. In other words, it basically says: We're standing with you, not against you (President

Bush Signs H.R. 1593, the Second Chance Act of 2007). “It is hard to rate this law's success because there

are several factors to consider such age, race, gender, and many others. Some offenders could have

successfully gained employment but not receive the mental health treatment they needed; therefore, it

is complex to measure success. As mentioned in According to the "National Institute of Justice "(2018),

“The provision of reentry programming, specifically SCA programs and services, remains a work in

progress. Offender behavior and the reentry process are complex. Just as no two individuals are alike,

neither are their needs” (Lessons Learned from the Second Chance Act: Moving Forward to Strengthen

Offender Reentry).
