Improving Access to Pediatric Healthcare in Okaloosa County
Executive Summary
Summary of the Context and Scope of the SDOH in My Community
Okaloosa County performs poorly in access to pediatric healthcarewhen compared to
statistics for the rest of the State of Florida, and on a national level. This is annunciated in county
data regarding access to health insurance, teen pregnancy, childhood mortalityin short term
characteristics.Long term characteristics reflect this impact, such as increased rates of obesity
and smoking by adults, drinking, alcohol impaired deaths, and STI rates. When analyzing these
statistics published on the County Health Rankings website, 18% of Okaloosa County children
live in poverty, and 13% are uninsured. For these children, the only consistent skilled care
accessible is provided within the public school system. Therefore, the Social Determinant of
Health is that the lack of appropriately skilled pediatric healthcare is a direct contributor to the
community’s overall health(County Health Rankings & Roadmaps 2020).
Summary of How the Proposed Policy will Address the SDOH in My Community
The proposed policy to require a licensed registered nurse in each school in Okaloosa
County will improve access to skilled pediatric healthcare. By making this change, the overall
health of the community will experience the positive effects. Placement of and RN in each
school will ensure that every child in the community benefits from the skilled care and health
literacy education provided by an RN. This early interventionlays the foundation to positively
influence lifelong health choices.
In comparison, the top performing county in the state of Florida has an RN in every
school. The results of having access to a greater level of skilled care and health education for the
, 3
children in that county is demonstrably improved in both the short and long terms. The identified
SDOH in my community is a direct result of not having a licensed RN on staff in each of the
county’s schools.
Proposal of Persuasive Course of Action for Policy Makers
We invest in our community by providing resources appropriate to the task or
need.Registered nurses have the training and skill necessary to provide health care and related
education to our children. With the addition of the RN in the school environment, the health
needs of children are met, reducing school absences, teachers are able to focus on instruction,
and parents are able to work knowing that their children are receiving quality skilled healthcare
when needed.Great benefits may result from simple solutions. The simple change of ensuring
that a licensed RN is available to each student in Okaloosa County creates a ripple-effect of
positive change in many areas.
Context and Scope
Social Determinant of Health (SDOH) in My Community
The Social Determinant of Health I have chosen for the purpose of this policy brief is
theinadequate access to pediatric healthcare in Okaloosa County, Florida. Adequate access
tohealthcare is key to overall population health. When comparing Okaloosa County to the State
of Florida and the United States as a whole in the areas of childhood poverty, access to health
insurance, teen pregnancy, and childhood mortality, Okaloosa County performs poorly due to a
gap in access to pediatric healthcare. This gap in access to healthcare could be bridged with the
requirement that a Registered Nurse is present in each school in the county during school hours.
