P2: Outline arrangements for providing quality care for looked after
children and young people
Temporary care:
There are many reasons why a child might be put in to temporary foster care such as temporary illness
of a parent, any temporary problems in a family, financial issues that could be solved in time or even
addictions such as drug or alcohol addiction (then a child would be put in care while parent is dealing
with their addiction or is placed in rehab).
Children might be placed in temporary care for weeks, months or even up to 2 years while the
problems in the family get solved and parents are able to take care of their children again. However, it
might be less than a year if a child is constantly in contact with the parents. In some circumstances
temporary care can become permanent and to prevent that there should be agreements written
between parents and foster care organization, constant communication and social work involved.
There can also be temporary carers of the child that can adopt them temporary and help them during
the time away from their parents and supporting them in emotional and financial way.

Permanent Care:
Sometimes children can be taken away from their parents permanently. This is because it might not be
safe for them to live with their biological parents, they might not have facilities to keep the child or
even be not ready for child and become non-lovable and unsupportive family. Then children might be
placed in permanent care by courts’ decision.
When children are put into permanent care, the workers there support them as hard as they can and
help them to find good carers ‘’new parents’’ that they can live with safely and be happy. It might really
be hard for children as they might have been abused or neglected by their biological parents and that
might cause difficulties for them to get along with their careers and open up. Therefore, they need
people who understand them and support them. This might prevent their abnormal behaviour in
permanent care that can be low self-esteem as their biological parents could not take care of them and
the child might think that he is not needed or wanted, depression might occur as they might have
negative thoughts about their life and themselves.

Foster Care:
Foster care is a temporary custody where children are placed if their biological parents cannot take
care of them. There was 56,160 children placed in foster families in 2019 in UK. Workers in foster care
ensure that the child will go to a safe home with new careers and will live a happy life. Before anyone
become careers their financial status, living status, DBS, and many other things are checked to ensure
that they have the facilities to become careers for a child from foster care. It might even take up to 6
months for people to become careers of the child as they would have meetings with social workers,
trainings would take place to make sure that people know how to support and take care of a child.
When a child is put into a new family it is important that parents support and understand the child as
the child might have emotional difficulties to get into a new routine with a new family. It might take
years for a child to open up for careers as it also depends on a child’s situation and their age.
To become a foster parent in UK you have to be able to take care of the child on daily basis, be 21 years
or over, be a UK resident or have a leave to remain. Therefore, every foster parent has their
responsibilities such as write reports about the foster child on how he is coping with new environment
and routine, attend trainings on how to be prepared for everything while fostering a child and how to
support the child in every way, help the child emotionally and financially etc.
