Command Structure
Bronze (Operational)
At Bronze level, a Commander will have initial control over their units (Services) resources
and personnel at the scene of an incident. They will remain in direct contact with their team
members and Partnering Services whilst at the scene.
Depending on the scenario and situation to which the Services are required to respond,
several Bronze Commanders may be appointed in order to ensure efficient and effective
control over the response to the incident.
Although unlikely, in some extreme incidents/Scenarios Bronze Commanders may share
their roles and authority with anther Bronze Commander in the same geographical area.
Typically, the first member of personnel to arrive at the scene of an incident will assume the
role of either Bronze or Silver Commander until they are relieved by a member of Personnel
with of a more senior rank/position.
Silver (Tactical)
Those appointed to the role of Silver Commander will hold senior position within their
organisation/Service and be present at the scene of an incident. Silver Commanders hold
senior authority over the use of resources available to their service when dealing with an
incident.
Their role is to identify the most effective methods to use their available resources with the
aim of successfully achieving the objectives set by the Gold Commander.
When dealing with an incident, Silver Commanders will remain in constant, close
communication with other Silver Commanders present at the scene. They often have no
direct, hands on interactions with the incident itself.
Typically, Silver Commanders will carry out their roles from a designated Command Point
such as an appropriately equipped vehicle or temporary building. This Command Point will
be known to Service members as the ‘joint Emergency Services Control centre’.
Gold (Strategic)
The Gold Commander will hold complete control and authority of the response to an
incident, including the distribution and use of the resources available to the services
responding to an incident.
Similarly to Silver Commanders, Gold Commanders will have no direct, hands on
interactions with the incident itself. They will carry out their role from the nearest
designated, permanent Control Centre.
Gold Commanders are responsible for the development and implementation of stairgates
and methods that can be used by the Services to best respond to an incident. Due to this

, crucial role, Gold Commanders will remain in constant communication with other Gold
Commanders, particularly if they are not stationed within the same geographical area.
Gold Commanders will meet throughout the year to share and develop plans and polices
that can be used by all of the Services responding to an incident. Additionally, they discuss
and create plans in advance of an incident taking place.

P – Plan
Thorough and detailed discussions, along with the development of procedures, polices and
methods must be created in order to eliminate the potential for poor management and co-
ordination between those responding to an incident.
The abilities and skill set of each induvial should be identified and assessed during this stage,
team members taking an active role in the process.
The leaders/ Commander’s objectives and aims should be defined within this stage along
with the response to the incident itself.
The hierarchy (Command Structed) should be made particularly clear during this stage;
additional responsibilities and roles being delegated be during this process.
SMART will take place during this stage.

I – Initiate
Within this stage, the standards and expectancies should be identified and made present,
the aims and objectives being fully understood by all team members.
Any deadlines, dates and times relating to the implantation of plans or the response to an
incident/situation etc should be made clear amongst team members during this stage. This
is to minimize and/or prevent confusion surrounding the timeline relating to the plan.
SMEAC will take place during this stage.

C – Control
Leader / Commanders should ensure that team members feel as sense of importance and
purpose to ensure that their efforts are of the highest standard when responding to an
incident/situation etc.
Leaders/ Commands keep their team under supervision, ensuring that discipline is
unanimously accepted and followed.
Within this stage, elements from the previous stages may be address and explained in more
detail to any team members who are yet to fully understand and team members are
encouraged to think about possible future actions/changes.
