De casus
De burgemeester is van plan aan een ondernemer in Rotterdam-West een exploitatievergunning te
verlenen voor de vestiging van een coffeeshop. De burgemeester heeft dit met een brief kenbaar
gemaakt aan de buurt. Dit voornemen veroorzaakt veel onrust. De buurt vreest in algemene zin voor
overlast in de vorm van stank- en drugsoverlast. Ook zijn ze bang voor geluidsoverast van auto’s.
