, INTRODUCTION


The importance of the theme of the license is a one-to-date, the single Market is aimed
at the reduction of the barriers and simplify the existing rules, in order to enable everyone in
the EU to take full advantage of the opportunities that are available, with direct access to the
"four freedoms" - free movement of persons, goods, services and capital is ensured. These
liberties are incorporated into the EC Treaty, and is based on the framework of the single
market.
I chose this topic for several reasons:
By joining the EU, Romania has become a component of the single market of the
European Union as the biggest economic benefit of the Romanian government aceesul live in
the european union.
Another important reason for my decision to deal with this subject, it has been the
study of the processes of legislation relating to the four basic freedoms of the european
union.services
This paper defines the internal market, it describes the different stages of the
development of thinking about the freedoms of the individual in the individual chapters.
The next part of my paper concludes with a case study of a situation, existing
legislation on a specific example. The purpose of this study was to develop a document that
cross-cuts of the most important freedoms granted in the present of the European Union. The
EU's internal market and the fundamental freedoms are a subject so vast, that it can't be
covered in one piece of work, so my goal was to mix the freedom to concentrate on the
service, and in particular on the implementation and enforcement of the Directive 2006/123 /
EC on services in the internal market of the legal Order of the Czech republic and the

,verification of the current status of its use in practice. In order to achieve the aims of the
study, we have used mainly the standard methods for the analysis of the text is legal.
Therefore, it is a method of language which consists of an analysis of gramatico-meaning of a
legal text, which is a method of interpretation of the logic, based on the structure of the
rational, the text and, last but not least, the method of contextual interpretation is based on an
assessment of the context, language, and logic. A method for the interpretation of the purpose
- in a teleological way. When I was writing this piece, I turned to the source of the formal law.
We've got the information you needed in the main, from the literature available to the authors,
who are dealing with this issue for a long time , I have relied on the published decisions of the
court, and, last but not least on his own practice.

1.1.Notions of the defining characteristics of the concept of integration


In Europe, the aftermath of the second world war, under the influence of values and
common objectives stated, the co-operation and the sharing of existing resources, in some
areas, have gradually developed the relations between states. The emergence of the European
Federalists (1946), and later, to the Council of Europe (1949), was the result of the ideas of
the federalists and they have worked for a federal Europe 1, believing that in this way, it will
create a federation is a political, social, cultural and complete. This trend was caused by the
fear of the revival of nationalism and a desire to avoid further conflict. At that time, there has
been the concept of realism, is based on the exceptional importance of the state in the
international arena. In line with this concept, the member states are the main actors in the
scene of the competitive world. The application of this concept in today and it would mean
the existence of the European Union, all member states should be sovereign, and that would
preserve the authority of the policies and activities, including the power to delegate to a
higher level or at the level of the EU. However, realism is not the answer to the question of
the motives which influence the intensification of co-operation after the war between the
states of the european union.The gradual elimination of the differences between the countries,

, the construction of the organization's specific operational, there was a kind of answer to this
question, and has represented the approach of the functionalism.
The functionalism was focused on the gradual expansion of the co-operation of
experts in many areas of the european union, as opposed to the realism that focused on the
interests, connections, and national conflict.
A key figure in the functionalism of David Mitrany, which he explained the
importance of international society,and he tried to explain that the international organizations,
with the identity and authority of their own, such as security, transport and communication,
and it would create an incentive for international cooperation 2. The uk has been supported by
the Jean Monnet and Robert Schuman, who are considered the founders of the European
Union. With the firm belief that the process of integration in the various areas should be
encouraged to integrate into a particular subject area, they are considered to be the creators of
the idea of the european union.
It is also necessary to point out the theory of the neofuncționalismului, which is to
support the strengthening of support for co-operation, mainly for pragmatic reasons, as well as
bringing it to the authorities at the level of the top of the steering committee, the weakening of
the prior rule, for the further development of integration processes. According to this theory,
the process of integration, due to the emergence of "the effect of the dispersion" as a side-
effect of the integration process.
Design comes in three specific forms3:
- "flow" of the functional integration in one sector leads to an automatic integration into
other sectors due to the high degree of interconnectedness of the economies of the member
states in the context of the community.
- "flow" of the technical differences of the standards that drive the progress towards the
EU countries, which are characterized by the technical regulation or offers;
- "the spread" of politics - the business is active by different interest groups (trade
unions, political parties, lobbyists, etc.) in the direction of the continued deepening of the
integration region.
Ideas for neofuncționistilor has been dominated throughout the 1950s and 1960s, but
began to lose support in the early '70s, due to the stagnation of the process of european
integration itself. Due to the inability of the neofuncționalismului to the slowdown of the
european integration process, there has been the creation of the theory of inter-governmental,
