- Order of Garter = effective as it gave nobles status without giving them power, made
37 throughout his reign as a reward for good behaviour and loyalty

- However Henry was still strongly disliked by the nobles by the time of his death in
1509 as he used sanctions much more frequently than inducements
- Overall avoided rebellions within nobility but arguably did not use them frequently
enough
Sanctions
- Bonds and recognisances = written agreements in which the nobility paid or
promised to pay the King when they offended him or to ensure they did not offend
him - used effectively as he made them sign them for one another meaning they kept
each other in check
- Acts of Attainder = meant families lost the right to own land which could bring
financial ruin to families (but positive for the crown) - often reversed for good
behaviour
- However many argue that if he had lived longer the sanctions would have caused
rebellions within the nobel classes as he was deemed unnecessarily harsh -
especially Learned in Law (executed by Henry VIII)
- Overall successful as it kept nobility in line and they never offered their support to
dissenters but approach may not have been successful in the long term
Councils / Law enforcement
- Henry picked many officials in the localities from the second rank of landowners in
order to limit the power of the most powerful
- Edward IV was forced to rely on a number of powerful families which gave them the
power to ignore royal commands however Henry VII put an end to this with the
Justices of the Peace
- Additionally despite Surrey leading the Council of the North it was Henry who
appointed people to limit his power
- However Henry was not entirely successful as in Ireland he still had to rely on the
Kildare's as he did not have the funds to gain control
- Overall successfully limited the power of the top nobles
