Essay planning:

Introduction
Argument- Elton viewed; claims Cromwell planned to and did create a
modernised system, (not based on personal gains) transforming
personal monarchy into a bureaucratic government with specialised
departments & officials running government (councillor government)
Counter argument: New institutions and expansion of government were
to cope with the break from Rome, not planned by Cronwell and were
still aligned with monarchy- Questionable over whether changes actually
made a new system.

Constitutional changes
Argument: Henry Percy made lieutenant of north in 1533, Council of the
North Strengthened after pilgrimage of Grace to weaken influence of
local nobles.
Attempts to incorporate wales, Ireland & Calais into English system with
1536 act of union Wales accepted English Common law) and Calais
reorganised in 1536 with a council of 11 members
Counter argument: Crown already had influenced church appointments
and emergency taxation.
-Despite Act of restraints of appeals declaring england entirely
sovereign, Pope could still intervene in English clergy appointments
