Administrator Challenges Paper

To be successful, criminal justice system leaders need to think strategically, communicate

locally, and act ethically while developing comprehensive solutions to crime and terrorism.

Among the many challenges they face are criminal behavior trends like street violence, gangs,

guns, human trafficking, terrorist activities, and cybercrime. This paper will discuss present-day

challenges, major issues and satisfactions of being a prison warden and how this course has

helped prepare me.

Prison Overcrowding. Prison overcrowding is one of the key contributing factors to poor

prison conditions around the world. It is also arguably the biggest single problem facing prison

systems and its consequences can at worst be life-threatening at best prevent prisons from

fulfilling their proper function [ CITATION Pen \l 1033 ]. Compromising the provision and

effectiveness of rehabilitation programs, educational and vocational training, and recreational

activities, overcrowding is a consequence of criminal justice policy not of rising crime rates and

undermines the ability of prison systems to meet basic human needs, such as healthcare, food,

and accommodation. In many prison systems, detainees do not have the minimum space

requirements recommended by international standards, and in some cases spending up to 23

hours of the day, if not all day, in overcrowded cells [ CITATION Pen \l 1033 ]. In 2020, many

prison systems announced unprecedented mass releases of people in prison to reduce

overcrowding and the risk of the transmission of COVID-19 in places of detention.

, Lack of Funding. Many people protest that the money being spent on prisons is

outrageous and unnecessary, but budgeting money for prisons is very important and crucial to the

safety of the public, community and inmates. Public prisons, or state-operated institutions, are

entirely owned and run by the government and are mainly funded through tax dollars. The

average cost of incarcerating an American prisoner varies from state to state. Some states, like

Indiana have managed to keep prices low at around $14,000 per inmate. While states like New

York pay around $60,000 to keep its citizens behind bars. The costs of running the American

prison system is expensive and has become increasingly so despite public opposition

[ CITATION Kin18 \l 1033 ]. The Vera institute study contends that many corrections-related

costs, such as employee benefits and taxes, pension contributions, retiree health care

contributions, legal judgments and claims are deemed central administrative costs [ CITATION

Kin18 \l 1033 ]. Proper funding will provide larger facilities which would be safer for inmates

and the guards; but it would also allow prisons to keep more inmates in jail.

Staff Safety/Inmate Violence. The corrections officer is exposed to a number of hazards that

do not exist for many other professions. Surrounded by inmates with a history of violent

behavior and materials that can be converted into weapons, many relatively innocuous items have

been converted into weapons that have maimed and killed corrections officers. These innocuous

items include toothbrushes, locks, safety razors and broken glass [ CITATION Bie07 \l

1033 ]. These items are introduced into the prison environment from a number of sources:

 Purchased from the commissary such as toiletries and locks

 Stolen or illicitly introduced to the prison environment

 Salvaged or vandalized from prison facilities

Prison Gangs. Prison gangs are criminal organizations that originated within the penal

system and they have continued to operate within correctional facilities throughout the United
