Organizational Effectiveness Paper

Organization effectiveness is the efficiency of an organization, group, or company can

meet its goals (Six Sigma Staff, 2017). How an organization produces its set quota of products,

how much waste it produces, or how efficient its processes fall under organizational

effectiveness. There are positives and negatives to both bureaucratic and agile organizations, the

traditional bureaucratic nature is somewhat dated in its approach. Most law enforcement

agencies that work directly with the public require a more modern approach, as agile

organizations focus on continuous learning, teamwork, and change. This paper will discuss

bureaucratic and agile organizations, examples of each within team member’s organizations, the

advantages, and disadvantages of each, explain why community-oriented policing needs an agile

organization to be successful, and finally, identify the nine steps of management by objectives.



Bureaucratic Organization vs Agile Organization. Some organizations believe that

getting an employee to work on a task and to keep them working effectively requires ruling with

an iron fist. The organization is demanding and requires that the employee maintain productivity

at all costs. This type of leadership can be effective, but it can also be very frustrating to the

employees. This could also produce an unhealthy working relationship with management and the

employee.

Bureaucratic Organization. (Emilio, 2018, para. 1) says that 85% of employees are

emotionally detached from their job and goes on to say that a bureaucratic organization is the

main reason the detachment has occurred.

, As stated earlier, the way that an organization is run will have an impact on its

employee’s temperament. Most employees prefer to work in an organization that promotes

comradery.

“The bureaucratic organizational business model is characterized by standardized

processes and strict rules. Each employee has a clearly defined role and responsibilities” Picincu

(2018, para. 2). She goes on to say that bureaucratic organizations treat their employees very

impersonal and that their traits have nothing to do with the ability to perform their job (para. 2).

Picincu (2018, para. 3) says that under the bureaucratic process employees are hired formally.

They also have formal testing, and the promotions are based on merit, not seniority. They are

specialized in their field, so the company usually has hundreds of job titles due to the number of

specialty areas. Also noted, Whisenand (2014, p. 264) says that the bureaucratic organization

works from the top-down.

Agile Organization. An agile organization is focused on ensuring that the people or

customers are happy with the outcome of the work performed. So, the agile organization will

work to ensure that they have met the customer needs. The agile company has traits that are

different from the bureaucratic organization because they seek to include the employee or team in

the day-to-day system of operation so that they can add to the progress of completing the goal.

“Higher team morale, increased productivity, greater ability to manage changing priorities, and

faster time to market than they were experiencing before” (Emilio, 2018, para. 1). Whisenand

(2014, p. 269) says that the values keep the agile organization grounded so that it will not lose the

principles that were developed from the beginning of the organization. Whisenand (2014, p.

269-271) list 10 traits of an agile organization. They are value, vision, size, speed,

boundarylessness, stretch, simplification, rethinking, continuous improvement, team leadership.

All these traits in the agile organization help to make working in this type of organization easier
