Smith County. James Law, the warden, has worked at the facility for 22 years. Due to several
retirements, Law became one of the people considered for the vacant warden’s position

the agency; however, Law’s long service convinced enough members to select him as the new
warden. In the first few months, Law was a Rockstar, as he corrected some longstanding
personnel and procedural issues and filled all the vacant officer positions. Unfortunately, after a
year on the job, employees rarely see him, his activity has slowed and he neglects to address
festering issues, and communication comes in the form of short and sweet emails. Officers feel
that Law has “retired on duty” and can be suffering from burnout or is ill. There have been
lawsuits over the deaths of two inmates. The officers are considering contacting the union to
address the lack of communication and other issues.
