A prison in rural Northeast Georgia was named after Lee Arrendale, former Chairman of

the Georgia Board of Corrections he and his wife died in a plane crash. The prison has four

dormitories, a medical center, and was originally designed to be an all-male prison for young

boys through adulthood. After an incident with a teenage boy the prison system and everyone

involved took action which ended in a completely new organizational design and strategic plan

which called for moving all of the male inmates to other facilities. According to Prison Insight.

(2019) “Arrendale State Prison is a Georgia state prison for adult and juvenile female felons and

probationers. It is located in Alto, Georgia and can house a maximum of 1,476 inmates of mixed

security levels. This facility is the diagnostic and classification center for female inmates

statewide, and it also houses the female death row”.

When faced with problems like those at Lee Arrendale the management team should use

the organizations strategic plan as a guide to get everyone back on the right tract. They must look

at the way the plan is designed to address the problems. Some of the issues that cause

misalignment is related to behavior, lack of productivity, or employees and prisoners failing to do

the right thing. Meetings that go over the core requirements of the job and exactly how the

criminal justice department expects it to be done can be the first step in correcting the issues.

This involves going over the rules and addressing the weakness and strength that the employees

or correctional officers are using to complete the job they are working at. Setting new goals that

focus on the values and mission of the organization will help get everyone on the same page.

, Presenting the mistakes and consequences will help officials, managers and employees see why

and how they can learn from previous mistakes.


According to the National Criminal Justice Administration (2020), “A strategic plan is a

road map for accomplishing a goal in an effective and timely manner…..One of the core features

of an effective strategic planning process is its ongoing and cyclical nature. A sound strategic

plan is dynamic rather than static; it incorporates ongoing learning and continuous quality

improvement. For example, sustainable strategic planning requires: (1) ongoing monitoring of

progress in achieving expected results, (2) an assessment of problems, needs, internal and

external conditions, and (3) ensuring effective solutions on a routine and ongoing basis.

Knowledge of implementation progress and problems, and new or emerging conditions, informs

the planning process and maximizes effectiveness”.

The new organizational design included programs that benefit the inmates but also the

rural communities surrounding the prison. It seems unbelievable but they have even structured

and created the first all-female fire department. Prison Insight, (2019) “Arrendale is home to the

United State’s first all-female fire department and the state's first inmate fire department, thanks

to the Georgia Department of Corrections' (GDC) Fire Services Division. The GDC operates

many fire departments throughout the state, staffed solely by inmates, who are supervised by a

POST-certified, GDC employee who is also trained as a firefighter. The inmate firefighter

program provides protection to the largely rural communities near the prisons, as well as to other

locations in Georgia during emergencies. Inmates are carefully selected and are trained and

certified in accordance with Georgia law and the Georgia Firefighter Standards and Training

Council, as with any regular fire department”.

Female prisoners can also work towards their high school diploma and attend other adult

basic education and literacy programs. Some of the inmates are challenged mentally so they
