Summary of the Context and Scope of the SDOH in My Community
What factors influence Social Determinants of Health (SDOH)? Anything that would
influence a health status such as availability of health care and health care services, level of
education, socioeconomic status, and the environment in which you live. The SDOH in my
community is the lack of accessibility of healthcare for mental health needs. Owing to the rural
location of Citrus County, mental health care providers are lacking and are overworked at a ratio
of 1710:1 (Citrus County, FL | Data USA, 2018, Health section), thus creating unavailability of
care to those in need promptly. From the 2018 Citrus County, Community Health Needs
Assessment, three reasons tied for not receiving mental health care at 27.5%: no available
appointments, long wait times, and no providers available (Well Florida Council, 2020, p. 30). It
ranks number nine on the list specific for Citrus County based on the data available from 2019, it
is noted to have been the cause of death for forty-six residents in 2019 (Bureau of Vital Statistics,
2021, Suicide Deaths section). Among those, forty of them were white males (Bureau of Vital
Statistics, 2021, Gender & Race Grouping section). Although this number is down from the 2018
total of fifty-one suicide deaths, 2019 had the second-highest rate of suicide deaths for Citrus
County as far back as the year 2000 (Bureau of Vital Statistics, 2021, Tables Age-adjusted
Suicide Deaths, Single Year). According to a study from 2018, mental health services within
the US are insufficient despite its high demand. The root of the problem is getting an
appointment, not the quality of care (National Council for Behavioral Health, 2018, p. 4). This
,study also noted that barriers to access that affect everyone are cost, limited resources &
funding, and social stigma. However, those that were fortunate enough to receive care had
positive experiences.
Summary of How the Proposed Policy will Address the SDOH in My Community
The policy will address the SDOH of lack of access to mental healthcare providers by
acknowledging the current mental healthcare provider shortage in our county by encouraging
other community providers to treat patients struggling with mental illness instead of referring
them to a specialist. This is a 3-pronged approach. The provider incentive, Volunteer-Based
Community Outreach Program, and social media advertising will increase the accessibility of
mental health care and mental healthcare providers in Citrus County. First, it would be
incentivized through the State with free CEUs and discounted malpractice insurance for the
providers caring for these medically needy and indigent residents, this incentive would be
specific for the treatment of mental health patients. This program would also encourage
healthcare providers, not just mental healthcare providers, in the community to initiate more
telehealth visits after-hours and even on weekends. With extended office hours, more residents
are likely to seek care for serious mental health concerns and continue follow-up, thus creating
more access to mental healthcare. The second step would be to create a community outreach
program available through volunteers from the local churches and other religious organizations.
Their purpose will be to help educate the community on available resources in the area and help
guide them to the correct place. This initiative would assist residents struggling with mental
health issues to seek medical care by way of phone call assistance and transportation to
appointments. The final step in this approach would be increasing awareness by way of social
media advertising. Social media has had a huge impact on mental health. The use of social media
advertising increases the populations' knowledge about available resources in the area. Again,
increasing the accessibility to healthcare.
, Proposal of Persuasive Course of Action for Policy Makers
To directly address the SDOH in my community by the implementation of the 3-pronged
approach. The provider incentive, Volunteer-Based Community Outreach Program, and social
media advertising will increase the accessibility of mental health care and mental healthcare
providers in Citrus County. The proposal's purpose is to increase access to mental healthcare
resources and providers within the area. This proposal is imperative to the survival of the citizens
of Citrus County who struggle with mental health-related concerns and especially those who are
suicidal. The at-risk target population is white males in the 18-55-year-old range, but the
program would be available to the entire community. The plan to work with the local religious
organizations through volunteers will help minimize costs at the county and state level. The use
of ad space on social media platforms will be geared towards the target population and public
advertisements will provide awareness to those in need. The advertisements will include
information about how to contact the program and provide the suicide prevention hotline phone
number.
Representative Massullo and Commissioner Kinnard are both medical providers in Citrus
County. They have a plethora of professional contacts within the community and they would be
an asset to the success of this policy change. Commissioner Kinnard is a member of the Well
Florida Council who draft the Community Needs Assessment for Citrus County, he knows what
the community needs regarding mental healthcare. His professional connections would be the
steppingstone to spread the word for this 3-pronged policy. He would be the one to apply for the
grant money. Representative Massullo is a member of the Health & Human Services Committee
and the Health Quality Subcommittee and would be imperative to the advancement of this policy
by way of creating an incentive program for the healthcare providers in the community to care
for the mentally ill although not specialized mental healthcare providers. He would brief these
