Development projects and programmes have the fundamental purpose of
achieving a specific aim. The particular aim of the project or programme
typically involves attempting to improve the quality of life, and to assist in the
achievement of sustainable development, for all intended beneficiaries of the
project.
Sustainable development includes ensuring that the physical environment will
remain protected for use by future generations. It therefore becomes necessary,
before attempting to plan or implement any development project, to assess the
impact that the project will have on the intended beneficiaries’ environment.
This demonstrates the importance of techniques such as Environmental Impact
Assessment in development projects and programmes.
Several development projects target developing countries and more
specifically: small rural communities. This is due to the fact that there is great
variety of developmental needs in these areas. The necessity therefore arises to
identify ways that the methods of Environmental Impact Assessment can be
simplified in order to allow its use by communities in development projects
and programmes.
For the purposes of this essay I would therefore like to describe Environmental
Impact Assessment as well as its aims and methods. After this description I
will attempt to ascertain whether it is possible to simplify EIA for use by
communities in development projects. In order to make this ascertain I will be
utilising examples of case studies of development projects that have employed
more participative methods of EIA.
