government in the United Kingdom. This document aims to describe, explain and
evaluate the roles and responsibilities of the different levels of government.
P1/M1/D1 Explanation, outlining and evaluation of the responsibilities of the
different levels of Government:
There are many levels of government in the United Kingdom and all of them have an
impact on our lives and to work as future public services workers. That is why we all
should know in detail what the different levels of government are and how they reflect
us.
European Parliament
Even though the European government does not play a huge role in the UK levels of
government, it plays a huge role in the lives of the EU citizens. There are 751
members of the EU parliament called MEPs and they are elected for 60 months those
people represent 28 countries.
There are specially selected people which represent the interests of the United
Kingdom, the work of those people is to make sure that the decisions are beneficial for
the UK and the standards of our country are followed. That is why the selection of
those people is very strict and uncompromising because these people not only
represent themselves, they represent all of us as a UK citizen.

The role of the EU parliament is to create new legislation that has impacts on all the
states part of the EU /28 countries/. The EU has three main responsibilities which are:
-Making new legislations-
Outlining and explanation:
The accepting of a new law is long process which involves 4 different stages: 1 stage/
giving the idea about the new law/, 2 stage /getting project for the new law/, 3
stage/presentation of the new law to all the members of EU/, 4 stage /passing the new
law. The process of creating and presenting a new law in the EU parliament is called
the right initiative and every new law must go through this process, to, be accepted.
Only the EU commission has the right to propose a new law but that does not mean
that the other members of the EU do not have the right to propose new laws but before
their proposing the ideas should be discussed with the commission and if the
commission says ‘No’ to the new law they will not be presented to the other members
of the EU/ there should be reasonable explanation if the commission chooses to refuse
the new legislation/. The EU Parliament is accountable for the actions of the European
Union institutions and must make sure that the high standards are followed
accompanied by overall democratic leading.
If you are an EU member, you have the right to propose new legislation to the
commission, but you will need the signatures of 1 million EU members /0,2% of the
population/. This by itself give all the members of the EU a chance to express and
share their views with the other members of the EU. After the United Kingdom exit
the EU, we as a UK citizen will no longer have the right to give our opinion about the

new legislation passed by the EU government. In my opinion, this is understandable
because when we leave the EU, we will no longer be affected by the new legislation
and our ideas will not be beneficial anymore. In a certain amount of time the UK will
not be affected by the new laws passed by the EU Parliament which only makes me
happy because I consider the standards of the EU as unacceptable and dissolved. In
my opinion, the signatures of 1 million should not be enough to determine the faith of
28 countries and this should be changed because that is something very serious and
could reflect many countries in a bad way. The signatures should be gathered by 7
counties members of the EU which in my eyes looks like the EU Parliament does not
respect the opinion of the other 21 countries members of the Parliament.
-Controlling of the EU budget -
Outlining and explanation:
Most of the incomes of the European Parliament come from the member of the EU.
There are three main resources form which the EU Parliaments gathers its budget:
-VAT Resources- Each country collects the VAT from the products bought within the
country. The EU Government collects a small % of the VAT and use it as a budget for
its projects.
-GNA Resources- The GNI resources are making sure that all the money which the
EU Government spends is in balance and there is enough money for all the expenses
which the EU has. The GNA is set by the commission and could not be exceeded.
