The Thermidorian reaction:

 After Robespierre’s death the CPS + CGS survived but with changes which undermined their
former status
 31st July (13 Thermidor) 1794: vacancies on CPS + CGS filled by mostly moderate Dantonists +
members of the Plain
- Exceptions inc. former Montagnard Tallien who ‘forgot’ about his involvement in Terror,
supported the coup + helped lead reaction

 1 August (14 Thermidor): Law of 22 Prairial repealed + many held under its terms released
from gaols
- Fouquier-Tinville arrested same day + killed after 41 day trial in May 1795
 10th August: the Revolutionary tribunal was reorganized + no. of guillotinings decreased
- Exile to Guiana in S. America used as alternative
 24th August: Law on Revolutionary Government provided for the complete reorganization of
government + administration away from the highly centralized structure of terror
- Rev committees reduced to 1 per department; 12 in Paris, broke power of sans culottes
+ led basis for structuring Paris in 12 arrondissements
- Central gov put in hands of 16 committees responsible to Convention; 25% of members
changed each month; reduced powers of CPS + CGS
- New representants-en-mission dispatched to provinces to oversee changes + ensure
Jacobins removed from authority
 31st August: powers of Paris Commune reduced (completely abolished 1795)
 18th September: church + state separated
- State stopped paying clerical salaries
- Ended the ‘constitutional church’ gov branch
 12th November: Jacobin club closed down + all affiliated societies disbanded in France
 24th December: Law of the Maximum repealed
- Public workshops established as part of Terror’s attempt to provide for poor were
restored to private ownership
 Feb 1795: toleration for all religions proclaimed, though some restrictions on catholic
practices in place
 April: Representants-en-mission abolished
 May: Revolutionary tribunal abolished (after year w/ ‘only’ 63 guillotinings)
 October: the Law of Suspects officially repealed

 By the end of 1794 the moderates (rep. properties bourgeoisie) in control in central + local
gov
 In December 73 deputies who’d signed a resolution in support of expelled Girondins of June
1793 were readmitted to Convention
 Some Jacobins survived but in minority + happy to forget past
 All the leading Thermidorians shared desire to restore stablitiy w/o extremism or monarchy
