PART TWO
FOOTBALL BANNING ORDERS UNDER S.14A

Banning Orders: Background

CPS Website

“It is vital that prosecutors apply for a football banning order whenever a person
is convicted of a relevant football related offence unless there are exceptional
reasons for not doing so. For most risk supporters it is the thought of receiving a
football banning order that they fear most and, as such its deterrent effect
cannot be underestimated.”

Banning Orders: Effect

- Must report to a police station within 5 days with name, address, passport
details and photograph.
- Banned from all ‘regulated’ football matches in the UK for a minimum of 3 years
(and potentially 10 years) – no exceptions.
- May be required to surrender passport if the police believe there is a risk of
travelling abroad to watch any ‘regulated’ football match.

S.14A Orders Following Conviction

Banning Orders on Conviction

S.14 Football Spectators Act 1989

1) This section applies where a person is convicted of a relevant offence.

2) If the court is satisfied that there are reasonable grounds to believe that a
banning order would help to prevent violence or disorder at or in connection
with any regulated football matches, it must make such an order in respect of
the offender.
