1. ‘The growth in support for Irish Home Rule in the years 1867 to 1890 was the personal
achievement of Charles Parnell.’

Intro:

Main:
Arguments supporting the view that the growth in support for Irish Home Rule in the years 1867
to 1890 was the personal achievement of Charles Parnell might include:

-His role as political leader: “uncrowned king of Ireland”
-he was charismatic and pragmatic and he was willing to work with parties which was different to
the Fenians who were less practical and realistic . courted by both parties.
-he created a united undisciplined party backed by an efficient electoral and convince the majority
of the Irish people that home rule was realistic
-he emerged on the Irish political scene jus at the time the HR movement needed a leader w his
strength of purpose and dynamism . His decision as leader of HR league to cooperate w the land
league (although credit michael davit for his invitation especially as he provided national
organisation and leadership in 1879 and was the one to encourage Parnell to support agitation) gave
momentum and inspired HR
- his skilful management of Irish MPs led to a strong Irish nationalist party that CONTINOUSLY HOLD
BALANCE OF POWER IN PARILAMENT- e.g. 1886 reveal of Hawarden kite leads to irish supporting libs
and make them gvt due to balance of power- Gladstone may not have revealed his conversion yet
and fully converted if it wasn’t for new pressure to satisfy Irish supporters- persuaded him. Esp after
panel ended flirtation w conservatives and switched allegiance for libs
Parnell began to oppose Gladstone’s government in the Commons in 1885 which significantly
contributed to the Prime Minister's resignation and subsequent decision to support Home Rule 

-despite its weaknesses, saw land act as a victory for his tactics of incessant protest (boycotting,
obstructionism and pressure on gov), even more determined to continue applying pressure until HR
established . encouraged tenants o continue to withhold their rent and boycott the new land court.
So his role was key in KEEPING MOVEMENT ALIVE AND bustling and made sure pressure continued-
otherwise may not have led to further acts and a recognition by govt that action as necessary. E.g. it
convinced Gladstone to pass land act – which was successful- rents set at an more affordable level
and an avg 20% lower -in turn brought down price of land so tenants could buy land more easily that
they farmed- BRIDIGNG GAP OF LAND OWNERSHIP AND GIHER PROOSPECTS FOR DISADVANTAGED
IRISH PESANTS –
But u can argue gladstones’ doggedness and determination had brought a solution – but convinced
by Parnell’s pressure

-his positive relationship with Gladstone- negotiated Kilmainham treaty and urged followers to
avoid violence in return for his release and a relaxed coercion act.
Parnell’s imprisonment in 1881 boosted his popularity. He was released from prison in 1882 due to
the ‘Kilmainham Treaty’ which enabled him to take advantage of his increased stature to campaign
actively for Home Rule  Parnell’s influence is apparent from Gladstone’s decision to compromise
with him in 1882. It was only through Parnell that the violence of the Land League could be reduced

clever use of parliament and support in USA:
- Parnell was the undisputed leader of Irish nationalism bc after his disgrace and death,
strength of Irish nationalist movement declined and divided

--because of the increase in evictions and to ratchet up pressure on the government Parnell called
for decisive action against Irish landlords and campaign of obstructionism to dill a normal process of
