Section of SPD that promotes full and equal business opportunities in an effort to
remedy disparity in state procurement and contracting. State agencies and higher ed
must submit semiannual reports in which they demonstrate a good faith effort to assist
these companies in receiving a portion of the total contract values awarded. HUBs are
listed on the CMBL. Subcontracting is probable at $100k+.
Centralized Master Bidder's List (CMBL)
Section of SPD that is a master database that fosters competition between vendors.
Vendors are not required to be on the this to do business with the State of Texas. When

Electronic State Business Daily (ESBD)
Application in SPD web portal used for posting notice of opportunities, solicitations, and

This threshold applies without regard to the source of funds used for the contract.
