Priority of the board - ANSProtection of the public is highest priority. Licensing, regulatory,
disciplinary functions.
Members of the Board - ANS(1) PT involved in the education of PTs
(3) PTs who have practiced for >5 years, and licensed by the board
(3) Public members who shall not be licensed under the board or any other board under the
Medical board of California
Duration of Board members term - ANS4 years; expiring on June 1 each year
Appointments to the board - ANS-*Governor appoints*- 1 public member, and 4 PT members
-*Senate Rules Committee*- 1 public member
-*Speaker of the Assembly*- 1 public member
No more than one board member shall be appointed... - ANSfrom the full time faculty of any
college, university, or educational institution.
Maximum terms served - ANS2 consecutive
Public Members: Qualifications - ANS-Citizen of California
-Shall not be an officer or faculty member of any college, school, or institution involved in PT
education
-Shall not be a license of the Medical Board of California or sections 1000 (Chiropractor) or
section 3600 (Osteopath)
Compensation - ANSprovided per diem and compensations per section 103
($100/day of duties and travel and expenses incurred while performing official duties)
Board Employees - ANS-Clerical assistants and other employees it may deem necessary to
carry out its powers and duties. Except sections 159.5 (Health Quality Investigation Unit)
-PT consultants to assist with programs and on an intermittent basis
Inspections - ANSAny member of the board or any licensed PT appointed by the board may
inspect or require reports from a general or specialized hospital or other facility providing PT
care, treatment, services and the staff. May inspect patient records with respect to care,
treatment, services, or facilities.
Suspension and Revocation of Licenses - ANSThe board shall issue, suspend, and revoke
licenses and approvals to practice PT.
, Meetings - ANSAt least 1 regular meeting annually in Sacramento, Los Angeles, and San
Francisco. Special meeting may be held at any time and place the board may designate.
Meeting Notice - ANSMust publicly notice their meetings, prepare agendas, accept public
testimony and conduct their meetings in public unless specifically authorized to meet in closed
session.
Commissioner on Examination - ANSBoard may appoint. Does not need to be a member of the
board, but subject to the same rules and regulations and entitled to the same fees as members.
Hearings - ANS-Shall hear all matters including any contested case or petition for reinstatement,
restoration, or modification of probation.
-If a contested case is presented to the board the hearing officer will be present during the
board's consideration and shall assist in advising the board if requested.
- At the conclusion the board will deny and application for, or suspend, or revoke, or impose
probation conditions upon, a license or approval.
Physical Therapy definition - ANS- The art and science of physical or corrective rehabilitation or
of physical or corrective treatment of any bodily or mental condition any person by the use of
physical, chemical, and other properties of heat, light, water, electricity, sound, massage and
active , passive, and resistive exercise, and consultative service.
The practice of PT includes... - ANSThe promotion and maintenance of physical fitness to
enhance the bodily movement related health and wellness of individuals through the use of
physical therapy interventions.
Not authorized under the term "Physical Therapy"... - ANSThe use of roentgen rays and
radioactive materials, for diagnostic and therapeutic purposes, and the use of electricity for
surgical purposes, including cauterization. A license issued by this chapter does not authorize
the diagnosis of disease.
Topical Medications - ANS- A PT may apply topical medications if he/she complies with
regulations adopted by the board. Nothing in this sections authorizes PTs to prescribe
medications.
Certification to Penetrate Tissues for the Purposes of Neuromuscular Evaluation - ANSa PT
may, upon specified authorization from a surgeon perform tissue penetration for the purpose of
evaluating neuromuscular performance. Provided the PT is certified by the board to perform
tissue penetration and the PT does not develop or make diagnostic or prognostic interpretation
of the data obtained.
Patient Records - ANS- PT shall document his evaluation, goals, treatment plan, and summary
of treatment in patient record.
