BACKGROUND INFORMATION
Internationally, fire continues to be the most costly of all public safety problems. Losses in
human lives and injuries due to fires and explosions continue to occur. Fire-caused property
losses far exceed those caused by all classes of crime and rival those produced by hurricanes and
earthquakes. There is a major problem in identifying and quantifying the issues surrounding the
fire problem due to the failure to obtain accurate incident data.
What role does the fire investigator play in these tragedies? By accurately and efficiently
identifying the causes of fires, whether accidental or incendiary, investigators can make a
substantial contribution to reducing these terrible losses. If the investigation indicates that a fire
was deliberately set, reasonable accidental fire causes must be evaluated and eliminated. Saving
, lives and preventing injuries are the real reasons fire investigators spend long hours searching a
fire scene or doing laboratory analysis and fire research.
NFPA 1033:TheStandard for Professional Qualifications for Fire Investigator mandates a
series of educational subject areas of competency. It states that the fire investigator shall have
and maintain at a minimum an up-to-date basic knowledge beyond the high school level of the
following 16 topics: fire science; fire chemistry; thermodynamics; thermometry; fire dynamics;
explosion dynamics; computer fire modeling; fire investigation; fire analysis; fire investigation
methodology; fire investigation technology; hazardous materials; failure analysis and analytical
tools; fire protection systems; evidence documentation, collection, and preservation; and
electricity and electrical systems.
The NFPA estimated that public fire departments in the United States responded to a total of
1,298,000 fires in 2014, causing $11.6 billion in property damage. Of these an estimated 494,000
were structure fires, which represented a increase of 1.3 percent from the number in 2013. The
total monetary property loss for structure fires was $9.8 billion, and increase of 3.4 percent over
the previous year’s total.
Statistics in Great Britain from April 2013 to March 2014 show the fire service responding to
212,500 fires. Nearly 19 percent of the fires were dwellings, and 68 percent were outdoor fires
consisting of refuse, road vehicles, grasslands, and heathlands.
The underpinning of forensic science reconstruction is the use and application of relevant
scientific principles and research in conjunction with a systematic examination of the scene. This
is particularly important for cases that later require expert witness opinions.
The basic concepts of the scientific method are simply to observe, document, hypothesize,
test, reassess, and conclude. The scientific method, which embraces sound scientific and fire
protection engineering principles combined with peer-reviewed research and testing, is
considered the best approach for conducting fire science analysis and reconstruction. Present job
performance requirements under NFPA 1033 specify the requirement for the use of scientific
method in every case.
