EYELASH STATE EXAM
Eyelash Extensions - ANSMeans the application, removal, and trimming of thread like natural or
synthetic fibers to an eyelash, and includes the cleansing of the eye area and lashes. Eyelash
extensions do not include color agents, straightening agents, permanent wave solutions,
bleaching agents, applications to the eyebrow, or any other cosmetology service.
Eyelash Technician - ANSAny person who is not a cosmetologist, esthetician, or advanced
practice esthetician who, for compensation, performs the personal services limited to eyelash
extensions as defined in subdivision4a only.
Good Repair - ANSitem is clean, with no holes, frayed wires, or tears in covering, and fully
operational for the purpose intended
Compensation - ANSmonetary or nonmonetary work or services performed for services
Evidence - ANSwritten proof
Documentation - ANSsigned, notarized statement attesting the truth of the facts stated in it
Board of Cosmetologist Examiners - ANS7 members = 2 cosmetologists, 2 school instructors, 1
esthetician, one nail technician and one public member
Board Definition - ANS• board of cosmetologist examiners
o To better serve the health and safety, MN BCE: infection control and the use of chemicals,
implements, apparatus, and other appliances require special skills and education
Cosmetology - ANSpersonal services for compensation. Cosmetic care for hair, skin and nails.
These services include: cleaning, conditioning, shaping, reinforcing, coloring and enhancing the
body surface in the areas of the head, scalp, face, arms, hands, legs, feet, and trunk of the body
Esthetician - ANSperson, who for compensation, performs personal services for cosmetic care
of the skin only
Nail technician - ANSperson, who for compensation, performs personal services for the
cosmetic care of hands, feet, and nails only
Salon Licenses - ANS• A salon that does not submit its application before the expiration date
has 30 days to renew with a written request. License is delinquent until it's renewed
• If the salon is past the 30 day renewal period, the salon must cease operation until a new
salon application has been submitted
, • Salon license is not permanently transferable and terminates after occurrence of a change in
ownership or location. 60 days are provided to apply for and receive the new license
• Salon owner must inform the board in writing, within 60 days of a name change, including old
and new name, and pay the fees for the name change
o Upon receiving the new license, the salon shall send back the old license
License & Registration - ANSLICENSING AND REGISTRATION ACTIONS
• Any person who is a holder of or applicant of a license or registration under the board of
cosmetologists, the board can deny, refuse to renew, suspend, temporarily suspend, or revoke
the application, license, or registration, censure or reprimand the person, refuse to permit the
person to sit for examination, or refuse to release exam grades, if the board finds that an order
is in the public interest and that, based on a preponderance of the evidence presented the
person has:
o Naughty things to do:
• Violate a statue, rule or order the board adopted/issued or is empowered to enforce
• Engage in fraudulent, deceptive or dishonest conduct related to this profession
• Engage in malpractice, or are negligent, has incompetency or violates standards by the board
• Employed fraud or deception to obtain a license, renewal, registration or reinstatement
• Had a license, registration or other revoked in another jurisdiction
• Failed to meet requirement for issuance or renewal of a person's license or registration
• Advertised by means of false or deceptive statements
• Performing services while drunk or using a controlled substance
• Unprofessional conduct or practice
• Permitted an unlicensed person under the person's supervision or control to offer or practice
services regulated for compensation
• Practices, offered to practice, or attempted to practice by misrepresentation
• Violates infection control requirements
Salon Laws - ANS• Must be compliant with local and state laws specifically to: sanitation, health
and safety
• Must have a designated manager
• Business license and workman's compensation insurance
• Professional liability insurance
o $25,000 for each claim
o $50,000 total coverage per each operator
• May not be located in a room for residential purposes
Practicioner Licensing & Definition - ANS-person licensed to practice cosmetology, esthiology,
nail technology or eyelash technology services.
All practitioners must complete eight total hours of board-approved continuing education prior to
license renewal:
• 4-hour Core Course (safety, infection control, laws & rules)
• 4-hour Professional Practice Course
