2. MEDIA POLICY AND REGULATION
2.1 Internal and external media regulations in South Africa [20 marks:500 words]

Read the Prevention and Combating of Hate Crimes and Hate Speech Bill, then do the
following:
2.1.1 Provide a brief overview of the Bill and then explain whether the Bill can be regarded
as internal or external regulation. See Tutorial Letter CMNALLE/301 to learn how to cite
the Bill correctly. You are expected to attach only the cover page of the Bill as an
addendum. (125 words) (5)

2.1.2 Write an essay in which you discuss your understanding of freedom of expression
and the limitations thereof. Indicate whether the Prevention and Combating of Hate
Crimes and Hate Speech Bill enhances or hinders freedom of expression. Your
conclusion should also indicate whether the Bill is acting in the public interest or not.
Substantiate your answer by citing the debates that are occurring around the Bill. Cite at
least two (2) academic sources – excluding the prescribed book and study guide.

3.2 Gender and the media [20 marks:500 words]
Investigate the media's portrayal of either men or women, delving into the intricate
details of stereotyping. Write an essay that critically analyses how the media constructs
and perpetuates stereotypes related to gender. To illustrate your arguments, include an
advertisement from a magazine. You are welcome to include an advertisement from an
online magazine.
Analyse the magazine advertisement in full and explain clearly how representation and
stereotyping operate in the advertisement.
