Physical Therapy Definition -
\physical therapy includes the
promotion and maintenance of physical fitness through the use of physical
therapy interventions in order to enhance the bodily movement as related to the
health and wellness of individuals.

PT Interventions include.. -

water, electricity, as well as exercise based interventions. The
implications of physical therapy upon mental conditions may be
associated with exercises that affect areas such as stress and/or anxiety.

The physical therapist of record -
\PT that completed the initial evaluation .

Can transfer to another therapist but must be in writing

PT Board: Powers & Duties -
\Creator and enforcer of the Practice Act

Protection of the public is the highest priority above all else

Issue, suspend, revoke, and discipline PT licensees in CA

Administer a countinuing competency program

Publish (at least 1x a year) a newsletter denoting actions taken by the board,
disciplinary actions, statuatory regulatory changes.

PT Board: Authority -
\Board members have authority to inspect PT facilities and patient records.

A licensed PT can be delegated by a board member to perform a task.

If the patient's written authorization has been provided, the release of records shall be
given within 15 days or penalty of 1000$ will occur every day starting on the 16th day.

PT Board: Duties #2 -

,\Board shall hear all matters, including contested case or petition for reinstatement, or
modification of probation.

Can appoint individuals to proctor examination; these people CANNOT be board
members.

Can investigate each applicant to determine if the requirements for licensure have been
met.

PT Board: Composition -
\Located in Sacramento

1 PT who educates DPT students

3 PTs with 5 or more years of experience who are licensed

3 Public members who are citizens of CA and NOT PTs nor licensed by any other
medical board in CA

The Governor of CA appoints the PT members and one public member
The President and VP are determined by the elected board members.

PT Board: Term -
\Terms are four years, expires 1st day of June.
No person can serve more than 2 consecutive terms and can only serve for 8 years
max.

Licensure & Examination: Qualifications & Requirements -
\18 years +
Not addicted to any substance
Completed education & training
Not committed any crimes

Licensure & Examination: PTLA -
\PTLA - can work under direct supervision for 120 days pending results of FIRST
eligible licensing exam

Upon passing the NPTE, the PTLA status will remain in effect until a license is issued.

Once issued, they can identify as a PT

If FAILED or denied, the applicant can no longer practice as a PTLA

PTLAs cannot supervise a PTA or PT aide/tech

Licensure & Examination: PTALA -

, \Same rules apply as PTLA.

Alternate Route to PTA Licensure -
\If board finds someone to have proper training and adequate experience equivalent to
that received in a PTA school and they meet the licensure requirements, they may apply
for licensures as a PTA.

Examination and Application: PT and PTA -
\Must obtain license by:
- Passing State Laws & Regs
- NPTE

If fail NPTE: a reexamination fee must be paid.

An applicant can sit for the NPTE 3 times per application per 12-month time period.

If not passed NPTe within 1 year from date of original notice, a new application fee is
required in addition to the re-examination fee

If required initial license fee following a pass of the NPTE has not been paid within 5
years, then the application will be determined: abandoned.

PT/PTA Applicant can get a license without written exam IF the following criteria are
met: -
\1) Applicant is a licensed PT or PTA in a state, district, or territory of the USA and has
met the requirements for licensing.

2) Graduated from a PT or PTA school

3) The applicant files an application with the board

Educational Standards for PT and PTA -
\1) Graduate of an accredited post secondary institution that includes clinical internship
and academic course work
- determined by CAPTE
- Clinical experiences are to be at least 18 weeks of full-time work for PT students
(PTAs: 16 weeks of clinical experience)

2) Board shall only approve education programs that prove to the satisfaction of the
board that minimum educational requirements set forth are met and maintained

Fees assessed with licenses -
\-Application fee: $300
-Exam fee: actual cost to develop, grade, and administer the exam
-Initial license fee: $150
-Biennial renewal fee: $300
