ensure thorough understanding and minimize confusion.
• Legitimacy - Maintain legal, political and moral authority in one's operations.
• Restraint - Limit collateral damage and prevent unnecessary force.
• Perseverance - One must remain committed to tactical, operation, and strategic
end states because the enemy may be quite determined too.
