How Are Laws Made? - Laws begin as ideas. First, a representative sponsors a bill. The
bill is then assigned to a committee for study. If released by the committee, the bill is put
on a calendar to be voted on, debated or amended. If the bill passes by simple majority
(218 of 435), the bill moves to the Senate. In the Senate, the bill is assigned to another
committee and, if released, debated and voted on. Again, a simple majority (51 of 100)
passes the bill. Finally, a conference committee made of House and Senate members
works out any differences between the House and Senate versions of the bill. The
resulting bill returns to the House and Senate for final approval. The Government
Printing Office prints the revised bill in a process called enrolling. The President has 10
days to sign or veto the enrolled bill.

cabinet - An advisory group selected by the president to aid in making decisions. The
Cabinet includes the heads of 15 executive departments and other named by the
president.

commander in chief - The role of the president as supreme commander of the military
forces of the United States and of the state National Guard units when they are called
into federal services.

veto vote - The power of a president or governor to reject a bill proposed by a
legislature by refusing to sign it into law. The president or governor actually writes the
word veto on the bill and sends it back to the legislature with a statement of his or her
objections.

coordinating departmental agency budgets, and supervising the administration of the

Signing Statements - A written declaration that a president may make when signing a
bill into law. Usually, such statements point out sections of the law that the president
deems unconstitutional.
