1948 Federal Water Pollution Control Act (FWPCA) - ANSWER- First significant
water pollution act. Focused primarily on two items:
1. Gave the Surgeon General of the Public Health Service authority to prepare
programs for reducing interstate water pollution and improve the sanitary
condition of surface and underground waters.
2. Gave the Federal Works Agency (FWA) authority to assist states,
municipalities, and interstate agencies in constructing treatment plants to
prevent discharges of inadequately treated sewage and other wastes into
interstate waters.
1952 and 1955 Amendments to the FWPCA - ANSWER- The 1952 amendment
extended the act for three years.
The 1955 Amendment made the act permanent.
1961 Amendments to the FWPCA - ANSWER- The 1961 amendment is the initial
regulation that keyed into special designation resources.
Demanded that federal agencies, when surveying or planning for any reservoir,
must consider storage to regulate streamflow for water quality control.
1970 Reorganization Plans #3 and #4 - ANSWER- Reorganization Plan #3 created
the EPA, abolished the Federal Water Quality Administration in the Department of
Interior, and transferred to EPA all functions formerly assigned to the Secretary
, of Interior and the Department of Interior which had been administered through
the Federal Water Quality Administration.
Reorganization Plan #4 established the National Oceanic and Atmospheric
Administration (NOAA)
1972 Amendment to the FWPCA/The Clean Water Act (CWA) - ANSWER- This
amendment then changed the FWPCA to the Clean Water Act.
Establishment of the National Pollutant Discharge Elimination System (NPDES),
authorizing EPA to issue discharge permits.
The Clean Water Act - ANSWER- Objective is to restore and maintain the
chemical, physical, and biological integrity of the Nation's waters.
Major goals were to:
- Eliminate all discharges of pollution into navigable waters by 1985
- Protect fish fish, shellfish, wildlife, and in/on water recreation by 1983 (to keep
water fishable and swimmable)
- Prohibit toxic amounts of toxic pollutants
1977 Amendments to the Clean Water Act - ANSWER- -Updates to Effluent
Limitation Guidelines (ELGs) for conventional pollutants and priority toxic
pollutants.
- Development of a Best Management Practices (BMP) program
- Authority for the Fish and Wildlife Service to provide technical assistance to
states in developing BMPs as part of its water pollution control programs
Nationwide Urban Runoff Program - ANSWER- 5 year nationwide Urban Runoff
Program (NURP) was established in 1978 as a result of the 1977 CWA
amendments. It examined issues related to:
- Urban runoff quality characteristics (comparative between sites)
- Extent of runoff water quality significance across the nation
- Performance and effectiveness of runoff pollution control practices
1987 Amendments to the CWA - ANSWER- - Provided the framework for the
current regulations
- Created a structure to classify stormwater that might be contaminated
