DCMA CORB - Topic 2 - General Contract
Administration Services |Questions and
100% Correct Verified Answers
As the ACO, you have received a notice to terminate for convenience. The non-commercial,
FFP contract has been partially terminated. What are the ACO's responsibilities?

As the ACO, confirm that the contract has the terminations clause FAR 52.249-1. Since the
termination is a partial termination, after the non-terminated portion of the contract has been
completed, move the contract to Section 3. Work with the TCO if the contract has any
cancelling funds and start any closeout actions that can be completed while the settlement is
negotiated. Once the settlement is finalized and the settlement modification is issued, move
the contract back to Section 1. The Contractor must bill the final settled amount. Once the final
payment is made, the contract will move to Section 2 and all pending closeout actions can be
completed.

Describe FAR Part 42 and how it relates to you as an ACO.
1) “Can you repeat the question?”
2) Provide a definition of the subject

, • FAR Part 42 is Contract Admin and Audit Services

o This part prescribes policies and procedures for assigning and performing
contract administration and contract audit services.
3) State the entire process or procedure
• As it relates to ACOs, FAR 42.302 describes ACO duties
4) Give a real life example and/or difficulty you had with it

• My everyday workload revolves around 42.302(a), the 71 functions that the PCO
usually delegates to the contract admin office. For example:

o I am responsible for review and approve or disapprove the contractor’s requests for
payments under the progress payments for the F-16 Greece contract
o I accomplish administrative closeout procedures for Falcon 2020 delivery orders
5) Address risk, stakeholders & documentation
• In performing those functions, we typically interact with Lockheed, the PM, the PCO and
DCAA. Depending on the situation, like with progress payment reviews or ALRs we would have
to work closely with our other functional teammates.
6) “This concludes my answer.”

How many responsibilities/functions are listed in the FAR for ACO Responsibilities?
How many cannot be delegated from DCMA? What are those functions?

Per 42.302(a) The contracting officer normally delegates 71 functions to a contract
administration office (CAO)

The 4 functions that cannot be taken from DCMA because of our unique function and input are:

42.302(a)5 (Negotiate forward pricing rates agreements -FPRAs)
42.302(a)9 (Establish final INDIRECT cost rates and billing rates)
42.302(a)11 (CAS Compliance – ex: adq discl stmt, negotiate price adjustments)
42.302(a)12 (Determine Adequacy of Contractor’s Accounting System – CAFU)
There are also additional functions that could be delegated in 42.302 (b) & (c)
Why does DCMA do Contract Receipt and Review?
