The Public Health Accreditation board (2011) defines the term “community health

assessment” as “a systematic examination of the health status indicators for a given

population that is used to identify key problems and assets in a community” (p.8).

Health assessment is essential in identifying strengths and needs of a specific

population and developing strategies that will address the needs identified during the

assessment. According to Vollman (2017), community health assessment “provides

baseline information about the health status of community residents, tracks health

outcomes over time, and helps to identify opportunities for disease prevention, health

promotion, and health protection” (p. 219).

Multiple factors like rising cost of healthcare, limited resources and consumerism

have triggered changes in approach to health care services, recognizing the need for

health assessment, promoting access to treatment according to specific needs, and

ensuring that local health services identify and meet the needs of local patients.

Assessment of health needs is a complicated process, involving epidemiological and

qualitative approach that balances clinical, ethical and economic considerations of

needs. There are different triggers for conducting health needs assessment, like

“personal interest of an individual or the availability of new funding for the development

of health services… the importance of the health problem (in terms of frequency,

impact, or cost), the occurrence of critical incidents (the death of a patient turned away

because the intensive care unit is full), evidence of effectiveness of an intervention, or

publication of new research findings about the burden of a disease.” (Wright, 1998, p.

1312). The importance of a health problem would be one of the reasons to conduct a

health assessment of elderly population living with diabetes, due to very serious

complications.
