Many ethical issues can arise in health care practices and even more so in

emergency and crisis situations. The COVID-19 pandemic has raised unprecedented

ethical challenges to health

, care workers and the health care system (McGuire et al., 2020). One particular ethical

dilemma that arose last year, 2021, in Quebec was the COVID-19 vaccination mandate

for all healthcare workers. This is an ethical issue that has brought conflict between an

individual’s right to choose what’s best for them and, ultimately, what is better for the

greater society. The ethical question is, is it ethical to force someone to have a

treatment if they refuse it or consequently lose their job? This paper discusses both

sides of the ethical issue on mandatory vaccinations for health care workers and its

impact on society. This ethical issue will be analyzed by using ethical principles,

professional values and by applying an ethical theory.


Ethical Issue

Unfortunately, the COVID-19 pandemic ultimately led to a mass exodus of

nurses due to the physical and moral demands imposed by the healthcare system.

Health care workers found themselves faced with several moral dilemmas while

working with limited resources, such as the lack of personal protective equipment, and

nurses placed their own lives at risk in order to provide patient care. As the pandemic

progressed, nurses became more physically and emotionally drained while fulfilling the

demands of caring for an increased number of patients and were exposed to greater

risks taking care of very sick patients with a serious and highly contagious virus, in

addition to looking after themselves and their families. In April 2021, the COVID-19

vaccination campaign began in Quebec and was considered to be the best protection

against the virus along with wearing a mask and social distancing. On September 24,

2021, the Quebec government informed all healthcare workers in the public and private

sector who are in contact with patients for more than fifteen minutes that they were

obliged to be fully vaccinated, with two doses of the vaccine, by October 15, 2021 in

order to maintain their functions or
