**You receive a BSAS (Business System analysis Summary) from a functional
specialist. with a number of deficiencies What action do you take as an ACO?
*Severity, Significance, Risk - correct answers BSAS will also be
accompanied by a CAR report. Determine if deficiencies are significant by the
CAR being a level 3 or 4. A significant deficiency could jeopardize the
completion of the contract, it is anything that has a MATERIAL IMPACT on the
DOD and the KTR ability to rely on the info produced by that particular
system, and is systemic in nature and repeated. In the event you do not agree
with the BSAS you will have to take it up with the HQ review panel.

If system will be approved
10 Days - to provide initial determination (if no sig. def, initial will be final).
30 Days - for KTR to respond to any highlighted deficiencies

,30 Days - to provide your final determination (Contract director can approve
15 day extension to ACO but not KTR), beyond 15 days request must be
approved by HQ

If system will be disapproved
Requires review board approval/concurrence, Immediately begin withhold of
5% on all contracts meeting the withhold guidelines for disapproved systems
45 Days - KTR has to provide a corrective action plan
15 days - ACO has to approve the CAP (can reduce withhold from 5% to 2%)
90 Days - KTR has to show progress and that the CAP is working

Risks to consider with deficiencies in each business system
Property - Could lead to theft, loss, or damage of govt property
Purchasing - Could lead to unfair competitive practices and failure to pay subs
EVMS - Could lead to cost and schedule slippage

**If there is no response received from the KTR after your initial determination
what should you do? - correct answers If no response is received from the
contractor after the 30 day window, you would move forward with your final
determination.

Who can you share the BSAS report with? - correct answers the BSAS is an
internal document to DCMA and should not be shared with the contractor.

**How do you determine if a CAR (Corrective Action Request) is significant,
what is the risk involved to the government? - correct answers Cars are
issued in the Etool however there will also be a CAR Report that will
accompany the BSAS (if CAR's are found). The CAR will be in 4 different
levels, 1&2 are insignificant deficiencies, and will generally be managed by
the functional specialist. 3&4 are significant deficiencies and require ACO

, intervention. A significant deficiency could jeopardize the completion of the
contract, it is anything that has a MATERIAL IMPACT on the DOD and the
KTR ability to rely on the info produced by that particular system, it would be
systemic in nature

You must hypothesize about the risk a failed business system might have
Property - Could lead to lost, damaged, or destroyed govt. property
Purchasing - affect award competition, possible issues paying subs, leading to
litigation
EVMS - Possibility of cost or schedule slippage

What is each step of the 10/30/30/45/15/90 - correct answers IF APPROVING
BUSINESS SYSTEM
10 Days (Govt) - Initial determination (if no deficiencies, initial will be final
determination.
30 Days (KTR) - to respond to the highlighted deficiencies.
30 Days (GOVT)- to prepare your final determination. At this point the
Contracts director may provide you a 15 day extension but only to you not the
KTR. Anything beyond 15 will need approval from HQ.

IF DISAPPROVING SYSTEM (Requires review board approval or justification
to move forward), Immediately begin withhold of 5% on all disapproved
systems
45 Days (KTR) - the contractor has to provide a Corrective Action Plan
15 Days (Govt) - to approve the CAP (possibly reduce withhold)
90 Days (KTR) - Must show progress in the CAP to prove it is working.

What is the role of the Contracts Director in the business system review
process? - correct answers Final signature on approval/disapproval package.
