Tot nu: veronderstelling van ‘benevolente overheid’
o Alwetende, welwillende, rationele, monolitische ‘sociale planner’
o Doel: Pareto-efficiënte situatie realiseren: ‘algemeen belang’

o Geen hoeveelheid privaat goed, maar een collectief goed
