This question was answered correctly by most students. A majority thereof did
not however give due attention to getting the spelling correct and therefore
permutations thereof ranged from Land tenature, Land tenture, Land turner to
Land tuner, Land distribution, land restoration etc. This of course resulted in most
students obtaining 1 point/mark instead of the full 2 points/marks


1.2 Name any six (6) different forms of land tenure rights (other than ownership) that were
applicable in South Africa prior to the year 1991. (12)

ANSWER: leasehold, quitrent, deed-of-grant rights, permission-to-occupy (PTO)
certificates, customary law land rights, communal tenure, sharecropping, labou

By the same token this question was also answered correctly by most students
and the spelling errors were far and in between. Similarly, a point/mark was lost
to those who committed the typographical error.



1.3 In your own words define a Permission to Occupy (PTO) certificate (2)

CLOSE/PROPOSED ANSWER: A PTO is a certificate granted by the government to
certain rural and un-surveyed land. A PTO is not a title deed and does not confer
ownership. A PTO allows the person given the right to live on a particular plot of
land. (See page 47 of your Study guide)



Instructor comments
It appears that most students chose to approach this question by going verbatim on
the contents of the guide, and thereby reproducing the whole paragraph relating to
PTOs as contained in the study guide. It was therefore a mission for the marker to
search through the whole discussion to establish the correct answer. The students
were nevertheless allocated points/marks on their answers.
