California Medicaid program requires that hospitals must meet all State and Federal regulations and
denied payment to violators. In a number of qualitative interviews, some hospital leaders have to laid-off
ancillary workers (LVN) and use their personnel budget to hire more Rn’s (Chapman et, al, 2009).
Studies show that an increase in employment due to staffing Ratios in CA and other states, increase RN
wages rose by 9% from 2000 to 2006 (Serratt et, al.,,2011). Prior to the implementation of maintaining
a minimum staffing ratio would cause the hospital to decrease their services. However no evidence that
minimum staffing ratios cause permanent closure of inpatient hospitals. In between 2003 and 2004
study shows that urban teaching hospital’s Emergent Dept reported an increase in patient waiting times.
Qualitative evidence reported that chief executives officers (CEO) have to reduce other budget areas
and had to obtain higher insurance reimbursement rates in order to cover for additional staff expenses
(Spetz al, 2009). There is also an analysis that shows hospitals prices increase between 1999 and 2005
(Antwi, Gaynor & Vogt 2009) Per one of the article found in the Walden Library, indicate pursuing
nurses staffing regulation could divert the nurse’s and employers’ attention to the political marketplace
and away from where the real solutions must be found in the workplace. Studies show that higher
nurse staffing levels produce a financial return to hospitals by reducing the cost of adverse patients
