Discuss the system of proportional representation and what it means for the
South African electoral system.
Firstly, let us define what is meant by system of proportional representation and
south African electoral system.
System of proportional representation
Proportional representation refers to an electoral system in which the divisions in an
electorate are represented in the elected body. This notion appeal mostly to
geographical and political divisions of the electorate.
➢ The election of this notion is applicable in the election of national
congregation and legislatures where each alliance permits an inventory
of contestants who are elected close by the favour of candidate.
South African electoral system
The electoral system is situated on the alliance-inventory proportional
representation, this states that alliances or parties are represented in a portion
to their electoral support.
Since 1994 South Africa’s national congregation and its nine (9) regional legislatures
were elected in an inventory-based system of proportional representation.
Proportional representation is a constitutional requirement.
We have two (2) types of elections
➢ National and provincial elections
➢ Municipal elections
Municipal elections
➢ They take place every after five (5) years while by-elections take place within
90 days after the municipal ward council seat becomes available due to death
or resignation of the council.
➢ The ward system and the proportional representation system are used for
municipal elections
➢ The municipal councils consist of three (3) categories (MUNICIPAL councils)
1. Category A (METROPOLITAN councils)
2. Category B (LOCAL councils)
3. Category C (DISTRICT councils)
National and provincial elections
➢ The elections are organised by independent electoral commission
which take place after every five (5) years
➢ Voters votes for their own preferred party and not individuals
